Course Description

All government operations have fraud risks. But no other areas include more risk of wrongdoing, theft and outright fraud than procurement, contracting and payments.

 In this workshop-format program, we’ll explore the fraud risks related areas of procurement, contracting and their related payments. Using example cases and group discussion, we’ll include both auditing approaches and management issues, controls and solutions.


Potential CPE Credits: 8.0
Govt Hours: This class meets 8.0 hours of the 24-hour requirement for governmental CPE under Government Auditing Standards (yellow book), in most cases.
Technical Hours: This class meets 8.0 CPE credits of technical training in compliance with Texas Admin. Code Rule 523.102.

Course Objectives

Upon completion of this course, participants will be able to:

  • Using a facilitated case study approach, participants will be better able to:

  •  Audit procurement, contracts and related payments

  • Manage fraud risks in procurement, contracts and related payments

  • Recognize overcharge risks in government procurement and contracts

  • Recognize fraud risks in government procurement and contracts

  • Explore what can go wrong in bidding and awarding contracts, subcontracts, and supply orders

  • Identify overcharge and fraud risks in service contracts – where deliverables are often difficult to measure

  • Identify how, why and when to audit suppliers and contractors for compliance

  • Identify errors and fraud in payments to suppliers and contractors


Detailed Course Outline

  •  In this “how-to” course for government auditors and managers, participants will learn about:

  •  Auditing skills for government procurement, contracting and payments

  • Special fraud risks present in service agreements and contracts

  • Exposures in construction and other large longer-term contracts

  • Fraud risks in determining needs & setting specifications

  • Fraud risks in the bid and tender process

  • Fraud risks in the awarding and performance of the work

  • Fraud risks in project billing and close-out

  • Fraud risks in lump-sum, cost-plus and unit-price contracts


Prerequisites

A working knowledge of auditing, accounting, risk management, contracting, fraud and/or internal controls is helpful but not required.
