Overall Conclusion
The Commission on State Emergency Communications (Commission) did not implement improved wireless services for 75 percent of the state 9-1-1 program population by September 1, 2000, as required by statute.
Although the Commission did not meet the statutory goal, the Commission was actively involved in the implementation process and took actions necessary to move the process forward.
