Overall Conclusion

An investigation by the State Auditor's Special Investigation Unit led to the indictment of Angeletellia Wright, a former student of Baylor University, and Maria Hernandez, the mother of a former student of Our Lady of the Lake University. The investigation was referred to the Public Integrity Unit of the Travis County District Attorney, which obtained the indictments.

Key Facts and Findings

Our investigation was prompted by allegations that Ms. Wright and Ms. Hernandez defrauded the Texas Higher Education Coordinating Board (THECB). We determined that:

� Ms. Wright submitted a loan application with a forged signature of the co-signer to the THECB which dispersed funds to Ms. Francis
� Ms. Hernandez submitted a loan application with a forged signature of the co-signer to the THECB which dispersed funds to her son

THECB loss as a result of Ms. Wright and Ms. Hernandez's conduct exceeded $5,600.
