December 2002

Report Number 03-010

Overall Conclusion

An investigation by the State Auditor's Special Investigations Unit led to five separate indictments for Blanca Echeverria, Claudia Monreal, Benjamin Calderon, Tara Luckey, and Ignatius Ezenagu. The Travis County District Attorney's Public Integrity Unit is prosecuting all five people on individual counts of securing execution of a document by deception. In addition, Blanca Echeverria is being prosecuted for aggregated securing execution of a document by deception and Ignatius Ezenagu is being prosecuted for tampering with governmental record. All of these offenses are state jail felonies.

Key Facts and Findings

The indictments charge that Ms. Echeverria, Ms. Monreal, Mr. Calderon, Ms. Luckey, and Mr. Ezenagu on separate dates allegedly forged signatures of individuals on the College Access Loan (CAL) applications and promissory notes without these individuals' consent. The forged applications and promissory notes were submitted to the Texas Higher Education Coordinating Board which led to the fraudulent disbursement of more than $44,900 for tuition, fees, and personal expenses.
