Overall Conclusion
At the request of the House Appropriations Committee, the State Auditor's Office gathered information regarding the Texas Department of Transportation's (TxDOT) estimated costs and actual expenditures for the Katy Freeway Reconstruction project. TxDOT's cost estimates have increased from $1.504 billion in October 2001 to $2.669 billion in March 2005. Estimated highway costs are used to determine which highway projects can be built and are included in the Texas's Unified Transportation Plan. The primary reason for the increase in estimated cost is that TxDOT did not take the necessary and appropriate steps to estimate total project costs.
