Summary Analysis

This report contains the results of the financial portion of the statewide Single Audit for fiscal year 2017. In our audit opinion dated February 21, 2018, we concluded that the basic financial statements for the State of Texas presented fairly, in all material respects, the financial position and activities of the State for the fiscal year ended August 31, 2017. The Office of the Comptroller of Public Accounts (Comptroller’s Office) published our audit opinion as part of the Comprehensive Annual Financial Report (CAFR) for fiscal year 2017, which it intends to post on its Web site at https://comptroller.texas.gov/transparency/reports/comprehensive-annual-financial/.

This report, along with the federal portion of the statewide Single Audit performed by the State Auditor's Office, is submitted to the federal government to fulfill Single Audit reporting requirements.

As part of conducting our audit of the State’s consolidated financial statements, we considered the State’s internal control over financial reporting, but not for the purpose of expressing an opinion on the effectiveness of the State’s internal control. This report is an integral part of an audit performed in accordance with Government Auditing Standards in considering the State’s internal control and compliance.

This section identifies significant deficiencies and material weaknesses, as required to be reported by Government Auditing Standards and Title 2, U.S. Code of Federal Regulations, Section 200.516(a). A finding regarding the Schedule of Expenditures of Federal Awards (SEFA) for fiscal year 2017 was included in this report. The SEFA schedule and the related opinion are not included in this report, but are in the federal portion of the statewide Single Audit.
