Overview

The Racing Commission (Commission) has opportunities to improve efficiency by:

  • Reducing its reliance on a limited number of employees incurring significant compensatory time to prevent race cancellations.
  • Centralizing its records into one system.

Auditors did not identify any duplication, overlap, or conflict with other state agencies or misalignment between the Commission's rules in the Texas Administrative Code and its statutory authority and mission.

INEFFICIENT STAFFING

The Commission did not maintain sufficient staffing resources to efficiently meet the operational demands of its racing schedule. The staffing imbalance increases the risk of race cancellations, operational disruptions, and associated financial losses.
