An Audit of Offboarding Processes at the Alcoholic Beverage Commission

Overview
The Alcoholic Beverage Commission (Commission) had processes in place for offboarding personnel and removing access to internal and external systems for separated personnel. The Commission appropriately reassigned or disposed of most assets during the offboarding process, including weapons and vehicles. However, it could not demonstrate that it recovered badges from all offboarded law enforcement agents.
The Commission did not consistently review investigations in its tracking systems upon the separation of assigned investigators, and it should formally incorporate assessment of open investigations into its offboarding processes.
The Commission fully implemented prior SAO recommendations related to its software implementation policy and user access reviews.
