A Performance Audit
Efficiency Audits of the Department of Insurance and the Office of Public Insurance Counsel
October 2026
The State Auditor's Office contracted with Weaver to conduct efficiency audits of the Department of Insurance and the Office of Public Insurance Counsel, in accordance with Texas Government Code, Chapter 327. These audits are being reported together to align with the most recent Sunset Commission report.
- The Department of Insurance. Weaver identified inefficiencies in the Department's fire and life safety inspection processes. It also identified potential overlapping and redundant software subscriptions across the Department, the Division of Workers' Compensation, and the Office of Injured Employee Counsel.
- The Office of Public Insurance Counsel. Weaver identified inefficiencies in the Office's management of the Certificate of Public Advantage (COPA) program. In addition, design limitations in the information system the Office uses to manage its reviews of insurance filings increase manual efforts across workflows, including those for data entry, recurring report preparation, and change tracking.
Weaver did not identify any duplication, overlap, or conflict with other state agencies or misalignment between the Department's or the Office's rules in the Texas Administrative Code and their statutory authority and mission.
Both entities agreed to implement Weaver's recommendations and provided implementation plans, which are presented in the report.
