An Efficiency Audit
Efficiency Audits of the State Bar of Texas and the Board of Law Examiners
October 2026
Overview
The State Bar of Texas (Bar), which oversees licensed attorneys in Texas, has significant opportunities to improve efficiency by:
- Accepting electronic payments and increasing automation to streamline its grievance processes. Chapter 1, Page 5
- Reducing fragmentation and manual workarounds in its processes for tracking continuing legal education compliance. Chapter 1, Page 7
- Implementing a mechanism to track recurring information technology (IT) issues across its systems. Chapter 1, Page 9
The Board of Law Examiners (Board), which is responsible for determining the eligibility of Bar candidates, has opportunities to improve efficiency by:
- Identifying and prioritizing application processing system issues that have the greatest effect on application processing times and working with its vendor to address them. Chapter 2, Page 14
- Updating new employee training materials to align with current processes. Chapter 2, Page 15
Both entities also should collaborate to evaluate opportunities to further automate data transfers between them (see Chapter 1, Page 9).
These audits are being reported together to align with the most recent Sunset Commission report.
