Reports Affecting Multiple Agencies
Human Resources Management Self-Assessment Guide
February 1998
Report Number 98-025
Audits at more than 80 agencies and universities since 1994 have consistently reported weaknesses in basic human resource management control systems such as performance appraisals, hiring, staff development, and compliance with laws. Also, assessment by the State Auditor's Office of human resource management controls in Texas state government (May 1997) shows that many state agencies and universities still need to improve their controls. This Human Resource Management Self-Assessment Guide (Guide), developed as a result of that assessment, should be used as a tool for identifying areas to improve. The Guide is also intended to serve as a starting point in showing organizations how to address identified deficiencies in human resource management.
